Raphael DeKemper Obituary – The individual who was fatally shot by law enforcement officers in Indianapolis on Thursday has been identified as a 48-year-old man who had previously served a 20-year prison sentence for a murder conviction. Raphael DeKemper was shot during a routine traffic stop when he allegedly began firing a handgun at the troopers after being pulled over. In response, the officers returned fire, resulting in DeKemper being shot and subsequently dying after being transported to a hospital.
Court documents reveal that DeKemper had been found guilty of murder and carrying a handgun without a license back in 1997. He was released from prison in 2017 after completing his sentence.
In light of this incident, Christopher Bailey, an assistant chief with the Indianapolis Police Department, expressed the department’s commitment to finding ways to minimize risk and handle such situations more effectively. He acknowledged that officers often respond to the actions of individuals over whom they have no control.
According to CNN, three officers involved in the incident were equipped with body cameras. They have been placed on administrative leave as per standard police protocol, pending a thorough review of the incident.
